Professionals in politics agree on at least one point: elections can be won or lost in the voting precincts at the grassroots level. The Precinct Chair is a critically important official in the Party organization because he or she represents the smallest unit of the organization. The Precinct Chair's performance has a profound effect on the overall strength and influence of the Montgomery County Republican Party.

Qualifications

The Precinct Chair must be a registered voter and a resident of the voting precinct. The voting precinct's Republican Primary voters choose the Precinct Chairman in the biennial General Primary Election, which is held the first Tuesday in March during even numbered years. They, along with the County Chairman, constitute the Republican County Executive Committee according to the Texas Election Code (Sections 171.021 & 171.022). The term of office is two years.

Duties and Responsibilities

  • Appoint a Vice-Chair.
  • Recruit volunteer precinct workers.
  • Maintain a list of volunteer workers with addresses, telephone numbers, email addresses, and areas of expertise.
  • Work with the Party's Organization Committee to train volunteer workers on the implementation of the Party's Precinct programs and campaign activities.
  • Maintain and preserve Precinct Primary voter lists and other organizational materials and be prepared to relinquish them to his or her successor.
  • Attend all meetings called by the Area Chair or  Area Vice Chair.
  • Attend all meetings of the County Executive Committee (four quarterly meetings and any called meetings during a calendar year).
  • Serve as Election Judge for the Primary elections and the General Election in his or her voting precinct.
  • Serve as Temporary Chair and/or the Permanent chair of the Republican Precinct convention and provide leadership for the precinct's delegation to the Senatorial District convention.
  • Help recruit and coordinate precinct volunteers for General Election campaign activities such as voter registration drives, literature drops, distribution and posting of yard signs, etc.
  • Recruit and coordinate precinct volunteers for the Party's General Election Phone Bank and headquarters operation.
  • Encourage precinct volunteer workers to join the Party's Sustaining Member Program (SMP) at the Individual, Individual & Spouse, or Family level.
